A renewal starts from the previous contract and may rise only within the bands of Decree 43 of 2013, measured against the RERA Rental Index for similar homes; a new tenancy is priced freely. Renewal rents therefore follow the market with a lag. These are two sets of contracts, not the same homes tracked over time. Not every area: in 17 of the 104 areas with 20+ contracts on each side, one-bedroom renewals registered at or above new lets. A figure prints on 20 or more contracts; contracts Ejari labels as hotel apartments are excluded (rare).

Two series, never one: a renewal is priced off the previous contract within Decree 43 of 2013's bands and a new tenancy is priced freely, so the two move differently — and renewals register later than new lets, so a pooled line's newest months lean towards new lets and read high. Months still registering (the newest, and any month under 90% of the three before it) are left off the end.

Year on year compares each area’s new-let median per sqft against the same month a year earlier — new lets only, because renewals register weeks later than new lets and a pooled figure’s newest months lean towards new lets.
