Delivered means at least a fifth of a project's registered sales are resales rather than off-plan — not a claimed delivery date, and not DLD's project status field, which is unset for most projects. A handful of resales inside a project still selling off-plan doesn't make it delivered, so the threshold is a share rather than the mere existence of one.
