Delivered means at least a fifth of a project's registered sales are resales rather than off-plan — not a claimed delivery date, and not DLD's project status field, which is unset for most projects. A handful of resales inside a project still selling off-plan doesn't make it delivered, so the threshold is a share rather than the mere existence of one. Projects with no registered sales at all are counted in neither column. DLD's data carries no handover dates for most projects, so we don't estimate delivery punctuality rather than guess at it.
